{"id":390883,"date":"2024-09-18T10:48:33","date_gmt":"2024-09-18T08:48:33","guid":{"rendered":"https:\/\/www.phytocontrol.com\/?p=390883"},"modified":"2024-09-24T10:50:54","modified_gmt":"2024-09-24T08:50:54","slug":"2023-annual-report-on-food-fraud","status":"publish","type":"post","link":"https:\/\/www.phytocontrol.com\/en\/regulatory-watch\/2023-annual-report-on-food-fraud\/","title":{"rendered":"2023 annual report on food fraud"},"content":{"rendered":"<div class=\"hover_box\"><div class=\"hover_box_wrapper\"><img decoding=\"async\" class=\"scale-with-grid visible_photo\" src=\"https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2020\/11\/Agroalimentaire.png\" alt=\"Agroalimentaire\" width=\"800\" height=\"542\"\/><img decoding=\"async\" class=\"scale-with-grid hidden_photo\" src=\"https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2024\/09\/Design-sans-titre-12.png\" alt=\"Design sans titre (12)\" width=\"700\" height=\"400\"\/><\/div><\/div>\n\n\n\n\n<p><\/p>\n\n\n\n<p>The <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/911d49f2-b3ef-4752-8ea3-5f20dbbe9945_en?filename=acn_annual-report_2023.pdf\"><strong>2023 annual report<\/strong><\/a> of the <strong>Alert and Cooperation Network (ACN) <\/strong>has just been published.<\/p>\n\n\n\n<p>In 2023, the number of notifications exchanged by the <strong>FFN <\/strong>reached a total of <strong>758<\/strong>, with a significant increase on 2022 (26.3%).<\/p>\n\n\n\n<p><strong>Belgium <\/strong>(18.3%), <strong>Germany <\/strong>(16.5%) and <strong>France <\/strong>(10.7%) were the countries that communicated most about suspected fraud.<\/p>\n\n\n\n<p>In terms of the origin of the products reported to the system, 71.1% concerned goods from within the EU and 24% from outside the EU.<\/p>\n\n\n\n<p>For products from the EU :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>8.2% of cases concerned <strong>France <\/strong>and the <strong>Netherlands <\/strong>(falsification of poultry products, mislabeling of meat products, falsification of live animal documents),<\/li>\n<\/ul>\n\n\n\n<p>For non-EU products :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>5.4% concerned <strong>China <\/strong>(suspected honey adulteration),<\/li>\n\n\n\n<li>3.4% concerned <strong>Turkey <\/strong>(suspected honey adulteration).<\/li>\n<\/ul>\n\n\n\n<p>The most frequently reported product categories were :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Meat and meat products <\/strong>(except poultry) (13.3%): substitution of ingredients or species, misleading labelling.<\/li>\n\n\n\n<li><strong>Live animals <\/strong>(10.1%) excluding pets, but especially horses: smuggling, falsification of compulsory documents (animal passports and health certificates).<\/li>\n\n\n\n<li><strong>Honey and royal jelly <\/strong>(9%): substitution by less valuable species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Poultry and poultry products <\/strong>(5.8%): substitution by lower-value species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Plant protection products <\/strong>(6.1%): illegal trade in substances within the EU, unapproved composition or use.<\/li>\n\n\n\n<li><strong>Milk and dairy products <\/strong>(5.5%): violation of PDOs, PGIs and TSGs (traditional specialities guaranteed).<\/li>\n<\/ul>\n\n\n\n<p>The most frequently reported types of fraud were as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Adulteration\/ adulteration of products <\/strong>(40.4%): substitution of species or ingredients, mainly in products of animal origin such as honey, meat, poultry and fish products. Processing, transformation or unapproved\/undeclared products (health foods, dietary supplements and fortified foods).<\/li>\n\n\n\n<li><strong>Description, labeling and branding errors <\/strong>(23.8%): quality with expiry\/production date, geographical or nutritional\/health claims.<\/li>\n\n\n\n<li>The <strong>grey market <\/strong>(18.3%): smuggling of live animals or phytosanitary products.<\/li>\n\n\n\n<li><strong>Falsification of documents <\/strong>(9.5%): falsification of passports, identification documents, animal and plant health certificates.<\/li>\n\n\n\n<li><strong>Counterfeiting <\/strong>(7.8%): Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI) dairy products (feta, halloumi).<\/li>\n<\/ul>\n\n\n\n<p>Phytocontrol&#8217;s experts can help you deal with these issues of fraud and food safety.
